The Dalyellup Community and Youth Hub is a major community facility developed by the Shire of Capel to provide a modern library, youth services, community spaces and programs for the growing Dalyellup community. Supported by the Western Australian Government, the facility was designed to create a central hub for learning, connection and community engagement.
Better Telco Solutions (BTS) was engaged to design, supply, install and commission the facility's electronic security systems, delivering a fully integrated solution encompassing intrusion detection, access control and CCTV surveillance.
As a modern public facility servicing a wide range of community groups, the Hub required a security solution that would protect public assets, secure restricted areas, provide comprehensive surveillance coverage, support safe operation during staffed and unstaffed periods, and deliver a scalable platform for future expansion.
One of the Shire's key operational concerns was the management of the public toilet facilities after hours. There was a requirement to discourage rough sleeping, vandalism and anti-social behaviour while ensuring the safety and wellbeing of legitimate users still within the amenities at closing time.
BTS delivered a complete electronic security solution utilising industry-leading technologies from Inner Range Integriti and Hanwha Vision.
At the heart of the solution is the Inner Range Integriti security platform, providing a fully integrated intrusion detection and access control system with centralised management, audit trails, flexible permissions, real-time monitoring and seamless integration between alarm and access control functions.
To address the operational challenges associated with the public toilets, BTS implemented an automated solution through the Integriti platform. The amenities automatically lock at predetermined times each day. If a person remains inside after the scheduled lock-up time, the system generates an alert to notify Shire personnel, allowing staff to respond appropriately before the facility is secured. This helps reduce the risk of rough sleeping, vandalism and anti-social behaviour while ensuring public safety remains the priority.
BTS installed a comprehensive 19-camera Hanwha Vision CCTV system providing high-definition surveillance across entrances, exits, public gathering areas, internal circulation spaces, public amenities, external pathways and operational areas. Hanwha Vision was selected for its image quality, reliability and cybersecurity credentials.
